Kilkenny City Sustainable Urban Mobility Plan

Transport Insights is delighted to have recently provided transport modelling support to Kilkenny County Council (KCC) in relation to the preparation of the Kilkenny City Sustainable Urban Mobility Plan (SUMP), adopted by KCC at end-July 2026.

The SUMP is a strategic planning initiative designed to satisfy the mobility needs of people and businesses in Kilkenny City and its surrounds, thereby supporting the City’s sustainable future growth and a better quality of life. The Plan is underpinned by a clear vision, principles and objectives, and will guide the future implementation of specific measures that relate to the movement of people in the City, such as more coherent transport networks, safer walking and cycling infrastructure, and enhanced access to public transport as identified through the ABTA process.

To support preparation of the Plan, Transport Insights was commissioned to review transport modelling capabilities, identify and address existing gaps on behalf of KCC, and develop a city-wide transport model (using Saturn software) in line with the NTA and TII Project Appraisal Guidelines. The completed model was subsequently utilised in assessing potential Plan options and the emerging preferred package of interventions.
