Cluj-Napoca Public Transport Feasibility Study

Project Summary
Transport Insights, in partnership with the Systra–Metrans Engineering SRL Joint Venture and TTL Planning SRL, was commissioned by the Cluj-Napoca Municipality (Romania) to provide transport planning and modelling advice and cost-benefit analysis support to pre-feasibility and feasibility studies for both new metro and metropolitan rail lines. Key activities undertaken by Transport Insights included:
- Cost-benefit analysis (CBA), comprising development of a bespoke excel-based economic and financial appraisal model, including sensitivity and quantitative risk analysis capabilities.
- Appraisal of the economic and financial performance of various public transport options including bus rapid transit (BRT), light rail transit (LRT), and metro variants. Subsequent appraisal of a range of route alignment options for the preferred mode (metro) as an input to the route alignment selection process and ultimately preliminary design of the preferred alignment.
- Similar CBA support to a metropolitan rail line feasibility study.
Added Value Brought to Project
Transport Insights’ work on the rapid transit project (initial investment cost of ca. €1.65 billion for entire metro project, €833 of which related to the first phase) concluded in September 2021 following issue of a Final CBA Report. This Report has since successfully supported project financing via national and European funding (the latter through the Recovery and Resilience Facility), and the project is currently under construction. The final stage of the metropolitan rail project is currently ongoing.
