Sport Ireland Campus Public Transport Network Assessment

Project Summary

Transport Insights was commissioned by Sport Ireland (SI) to undertake an Area Based Transport Assessment (ABTA) for SI Campus, in Blanchardstown, Dublin 15. As part of the ABTA process, Transport Insights undertook a Public Transport Network Assessment (PTNA) to assess the capability of the current and future public transport (PT) networks within the vicinity of the Campus in accommodating non-event and event-day travel demand to/ from the Campus.

The PTNA sought to identify potential additional PT interventions that may be required to accommodate passenger demand arising from delivery of a Campus Masterplan, which included sporting facilities of up to 20,000 spectator capacity.

The PTNA involved comprehensive analysis of Campus travel survey data, CSO data, planning data, and the National Transport Authority’s East Regional Model (NTA ERM) outputs. A bespoke analytical and appraisal approach was developed and agreed with the NTA using an exogenous PT model developed by replicating generalised cost formulations within ERM. The developed model was utilised to assess the relative accessibility benefits and capacity implications of a series of PT options in the context of current and planned PT infrastructure and services within the wider area.

Added Value Brought to Project

In light of the nature and scale of development set out within an emerging SI Campus Masterplan, and the Campus’ national catchment, PT was identified to be of critical importance in accommodating increased travel demand to/ from the Campus. To enable the testing of multiple PT options, a bespoke analytical and appraisal approach was utilised, leading to an integrated package of PT interventions to support the Campus growth to 2040.

Emerging PTNA outputs formed an integral part of the SI Campus ABTA which concluded in December 2023, and is guiding advancement of key development proposals within the Campus, including the National Cricket Centre (with ca. 4,240 permanent/ 12,000 temporary spectator seating capacity), a planning decision for which is currently pending. In doing so, the PTNA and its recommendations is supporting the sustainable development of the Campus between now and 2040.
