Project Summary

Transport Insights was initially commissioned by Belwall Limited in August 2019 to provide transport consultancy support in relation to a proposed ca. 400 units’ residential development on the former Columban Missionary site at Hole in The Wall Road, Donaghmede, Dublin 13, currently referred to as Griffin Point.

The commission involved producing a Traffic and Transport Assessment (TTA) and a Residential Travel Plan (including a Car Parking Strategy) for the proposed development, in addition to providing transport engineering design support in relation to internal roads, parking facilities, and other mobility-related aspects of the development. As part of the TTA, traffic modelling of a set of 3 no. priority-controlled junctions was undertaken using the Junctions 9 software package (ARCADY and PICADY modules).

The initial proposed development was granted planning permission by An Bord Pleanála in November 2021 via the Strategic Housing Development (SHD) process. Transport Insights was subsequently engaged by the Client to support 2 no. amendment applications.

Added Value Brought to Project

The primary objective of the set of commissions was to assess the transport-related suitability of the proposed development and to demonstrate that they would not adversely affect the operation of the adjoining road network, including in particular the sensitive four-arm R139/ Hole in The Wall Road Roundabout. All three planning applications were granted permission, with the latest scheme approved by Dublin City Council under the Large-Scale Residential Development (LRD) process in December 2023. The overall development, comprising a total of 424 no. apartments with associated car and cycle parking, is scheduled for completion in early-2026.
