Dublin City Centre Office Developments

Dublin City Centre Office Developments

Client: Irish Life Assurance Plc
Duration: January 2017, ongoing

Project Summary

Transport Insights was initially commissioned in January 2017 to provide transport engineering design support to a planning application for redevelopment of the former An Fáilte Ireland headquarters at 74-75 Baggot Street Lower. Support sought to address local authority concerns set out within a Further Information Request in response to the planning application. Key tasks included design advice regarding the site access junction design, basement access ramp, and related enhancements to the adjoining road, traffic signal phasing design, visibility splay analysis, plus traffic generation and traffic impact analysis.

After securing planning permission, Transport Insights was appointed in May 2019 to provide support to a planning application to increase the development’s overall GFA. In addition, it was proposed to increase the car and bicycle parking facilities within the basement car park which necessitated the replacement of the access ramp with two car lifts. Key tasks included a comprehensive review of basement lifts’ technical characteristics, transport engineering design advice, swept path analysis, car park lift capacity and queuing analysis, and development of a car park operational traffic management plan.

Transport Insights has since provided consultancy support to Irish Life Assurance Plc in relation to planning applications for office developments at other sites within Dublin City Centre – 19-20 Earlsfort Terrace, 18-21 St Stephen’s Green and the Irish Life Centre (Lower Abbey Street).

Added Value Brought to Project

The primary objective of both Baggot Street Lower commissions was to assess the traffic-related suitability of the proposed development, in particular its vehicular access arrangements, and to demonstrate that the proposals would not adversely effect the operation of the adjoining road network. Planning permission for both the initial and revised applications was granted in January 2018 and September 2019 respectively, and construction works on the latter scheme is presently ongoing.
