Project Summary

Transport Insights, in partnership with the Systra – Metrans Engineering SRL Joint Venture and TTL Planning SRL, was commissioned by the Romanian Cluj-Napoca Municipality in mid-2020 to provide transport planning and modelling advice and cost-benefit analysis support to a metro line and metropolitan rail line pre-feasibility and feasibility study. Key activities undertaken by Transport Insights included:

  • Appraising the economic and financial viability of various public transport options including bus rapid transit (BRT), light rail transit (LRT), light metro and heavy metro.
  • Subsequent cost-benefit analysis of a range alignment options for the preferred mode as an input to route alignment selection and ultimately the preliminary design of the preferred alignment.
  • Cost-benefit analysis support to the metropolitan rail line feasibility study.

Added Value Brought to Project

Transport Insights provided transport planning advice to this complex pre-feasibility and feasibility study of rapid transit and rail investment projects, and had overall responsibility for project economic and financial appraisal activities, including sensitivity and quantitative risk analysis from pre-feasibility through to final feasibility study stages.
