City Centre Office Development

Client: Irish Life Assurance Plc
Duration: Jan 2017 – July 2019

Project Summary

Transport Insights was commissioned in January 2017 to provide transport engineering design support to a planning application for redevelopment of the former An Fáilte Ireland headquarters at 74/75 Baggot Street Lower. Support sought to address local authority concerns set out within a Further Information Request in relation to the planning application. Key tasks included design advice in relation to the site access junction design, basement access ramp, and related enhancements to the adjoining road, traffic signal phasing design, visibility splay analysis, plus traffic generation and traffic impact analysis.

After securing planning permission, Transport Insights was appointed in May 2019 to provide support to increase the overall GFA to 6,876 sqm. In addition, it was proposed to increase the car and bicycle parking facilities within the basement car park which necessitated the replacement of the access ramp with two car lifts. Key tasks included a comprehensive review of basement lifts’ technical characteristics, transport engineering design advice, swept path analysis, car park lift capacity and queuing analysis, and development of a car park operational traffic management plan.

Added Value Brought to Project

The primary objective of both commissions was to assess the traffic-related suitability of the proposed development, in particular its vehicular access arrangements, and to demonstrate that the proposals would not give rise to any negative traffic or road safety impacts on the adjoining road network. Planning permission for both the initial and revised applications was granted in January 2018 and September 2019 respectively.
