Key People

  • ciaran mckeon

    Ciaran is Transport Insights’ Managing Director. He has extensive experience of developing transport plans, programmes and strategies; demand forecasting and appraisal; public transport network and service planning; development planning; and traffic management.

    Ciaran started his career in 1998 as a Graduate Engineer in the Traffic Control and Management Division of Dublin City Council. From 2002 to 2006, as a Transport Planner in the Policy and Planning Division of the Dublin Transportation Office, he led public transport interchange and park and ride planning projects, and represented Dublin on a series of urban transport benchmarking initiatives.

    From 2006 to 2009, as a Managing Consultant in MVA Consultancy's new Dublin office, Ciaran advised a wide range of private and public sector clients. During this time, he led a public transport feasibility study for the Cork Metropolitan Area, a traffic management plan and parking strategy for Naas Town, and advised the Dublin Docklands Development Authority on a major planning scheme for Dublin’s Docklands.

    While on senior staff secondment to the UK Department for Transport during 2009 and 2010, Ciaran acted as client side lead on a number of strategically important studies to identify investment priorities on road and rail networks in Birmingham, Manchester and surrounding regions. Subsequently, as a Line Manager in MVA Consultancy’s Business Consulting Division, Ciaran led a team of consultants supporting clients in rail and aviation sectors. In this role he led demand forecasting and economic appraisal advice to HS2 Ltd in support of phase 2 of the UK’s high-speed rail development, and global aviation policy model development on behalf of the European Commission.

    In his current role, Ciaran advises clients in Ireland and internationally in areas such as transport policy and strategy, economic/ financial appraisal of transport projects and programmes, parking management, development planning, masterplanning and traffic management.

  • Andy Braithwaite

    Andy is a Director of Transport Insights. His 40-year career encompasses both public and private sector experience in civil engineering and transport policy development and delivery. He spent the first 10 years in Local Government, gaining extensive design office and site supervision experience on various multi-million pound highway, bridge and airport construction projects.

    In 1986 Andy joined the UK Department for Transport, spending the first four years managing public and private sector motorway maintenance agency agreements and overseeing delivery of highway improvement and maintenance schemes. He then moved into transport policy development and delivery. Over the next 20 years in both DfT and the Highways Agency, Andy developed significant experience in all aspects of surface transport policy development and delivery. He spent 5 years as Chief Executive of the Commission for Integrated Transport, supporting Professor David Begg in providing advice to Ministers on all aspects of transport policy. Andy also worked for BAA, on a private sector secondment, responsible for developing a sustainable surface transport access strategy for Heathrow, to facilitate development of a third runway/Terminal 6. Prior to leaving DfT in 2010, Andy was working at a senior level as Divisional Director, National Network Planning, providing corporate leadership and development, as well as advising Ministers and the DfT Board on longer term policy and delivery across the strategic road and rail networks.

    Since leaving DfT, Andy has been involved in Gateway reviewing the A8 Belfast-Larne improvement scheme and advising MVA Consultancy on "public sector client requirements" and coaching senior staff on "the public policy environment and client expectations".

    Andy has an in-depth understanding and interest in the wider spatial, economic and political context in which transport operates, and the key drivers influencing and affecting policy and delivery systems.

    Eoin is a Principal Consultant with Transport Insights. His areas of expertise include data analysis; transport policy interpretation, analysis and advice; transport strategy development; public transport planning; traffic modelling; and development planning.

    Eoin has extensive experience of delivering transport assessments, travel plans and feasibility studies both in the UK and Ireland. Prior to working with Transport Insights, he gained invaluable transport planning experience in WYG Group’s London office.

    Recent Transport Insights' experience includes acting as project manager on an Environmental Impact Assessment (EIA) transport chapter and Mobility Management Plan (MMP) for a proposed bio-pharmaceutical development in West Dublin; a Construction Traffic Management Plan (CTMP) for a large-scale commercial development site in Dublin City; a series of car park assessments for a major food retailer at various locations throughout Ireland; and a Transport Statement and Travel Plan in support of a planning application to increase enrolment levels and co-locate a pre-school at a primary school in South Dublin. Eoin has also recently supported Transport Insights economic and financial appraisal advice in support of an EC Grant application for planned renewal of the Bucharest Metro.

    Eoin’s interests include technological developments in the transport industry and sustainable planning of towns and cities.

  • 20160815 CV Photo GM Low ResGarret is a Graduate Transport Planner with Transport Insights. His areas of expertise include data analysis, research, travel planning, traffic engineering design, and site supervision and management. He has provided support to a wide range of Transport Insights' clients including schools, universities, retailers, developers, construction contractors and national government agencies.

    Recent Transport Insights' experience include ongoing car parking assessments and analysis for a major retailer; traffic engineering advice for proposed renewable energy projects throughout Ireland; tender stage construction traffic management support for a major mixed-use development site in Dublin City; road design for a private residential development in South Dublin; and a multi-modal accessibility review of major employment park in Dublin City. Garret has also been a key member of Transport Insights’ project team in updating the Travel Plan for NUI Galway, leading analysis of a comprehensive set of travel, traffic and parking surveys; and best practice research into potential Action Plan components.

    Prior to working with Transport Insights, Garret worked as a Civil Site Engineer in Australia from 2011 to 2013, in areas as diverse as road rectification works, residential subdivisions and utility works, to large scale bulk earthworks.

    Garret has a strong interest in the development and implementation of active and sustainable travel, and is an active member of Engineers Without Borders Ireland.

Jerzy Gozdek

  • 31 leg stud UWJerzy joined Transport Insights in Spring 2017. He became interested in transport planning during his undergraduate degree while studying transport (road traffic control) and completing a thesis in traffic calming and street pedestrianisation. He has a strong interest in sustainable transport as well as mobility and spatial planning policy.

    Over the past two years Jerzy was an active member of an urban-policy-oriented NGO in his home city Olsztyn, Poland, where he led various analytical works related to municipal authorities’ plans regarding transport infrastructure development and public transport planning. Since joining Transport Insights, he has worked on several transport planning projects. These have involved the development of traffic generation and trip distribution models as well as performing accessibility and mode choice analyses using GIS software.

    Recently Jerzy has undertaken the analysis of employee travel patterns for a large-scale office development in Dublin, including development and preparation of an employee travel survey, in addition to geocoding and GIS mapping of survey data. The analysis involved assessment of employees’ places of residence in relation to existing public transport corridors and developing and appraising shuttle bus options to encourage public transport use. He has also undertaken analysis in relation to a major airport development project, analysing highway and public transport capacity.
